Purpose of role 

This is a unique opportunity to define a delivery model for a Visitor Data Trust for London. Data and insights power the visitor economy and guide the strategies of the city’s placemakers. Understanding visitor behaviour (where, why, when, how, what) are crucial to delivering and measuring the impact of: 

  • London’s Visitor Experience Strategy which aims to encourage visitors to see more of the city  
  • Placemaking strategies delivered locally by Business Improvement Districts, boroughs and key stakeholders. 
 
You will lead a high profile discovery project and pilot to define the vision for a Visitor Data Trust for London’s tourism industry. You will work closely with the Mayor of London’s data team to build on the success of the High Streets Data Service. You will consult with boroughs and business improvement districts to define key analytical use cases and research questions for the visitor economy. Your key objective is to define a business model and delivery plan for a commercially viable Visitor Data Trust that can scale, providing regular visitor insights at a city, borough and street level. 

Key Tasks

  • Service design: define a data service model and delivery plan to provide the city and its stakeholders with actionable insights that will help grow the visitor economy 
  • Stakeholder management: Consult with key stakeholders to define requirements and balance conflicting demands including data providers, boroughs, business improvement districts, the GLA and London & Partners. 
  • Insight led: Define the key research questions, working closely with analysts to ensure that analysis facilitates actionable insights, defining an insight service for key city stakeholders. 
  • Data management: Coordinate the integration of diverse data sources into a coherent data service, working with the GLA data team to ensure data is fit for purpose and outputs meet user requirements. 
  • Commercially viable: Develop a data trust governance model and define the delivery mechanism that will meet the needs of users whilst also being commercially viable. 
  • Future proofed: build a vision for how the data trust could evolve, considering the integration of additional data sets and use of artificial intelligence to deliver insight 
  • Project leadership: Oversee the planning, execution, and completion of the data trust discovery project and pilot. 


You’ll have/bring

Essential 
  • Proven experience in leading data-centric projects, preferably involving data trusts or similar data governance structures. 
  • Proven experience of consulting with a wide variety of stakeholders to define data requirements. 
  • Strong project management skills, with a track record of delivering projects on time and within budget. 
  • Excellent stakeholder management, influencing, negotiating and strong communication skills at all levels. 
  • In-depth knowledge of data governance, data protection regulations, and data privacy. 
  • Technical proficiency in data integration and management tools. 
  • Strong critical thinking and problem-solving skills, with the ability to identify and solve technical challenges 
  • Demonstrates a proactive, self-starting attitude with the ability to take initiative and drive projects independently. 
Desirable 
  • Experience in the tourism and hospitality sector, including an awareness of the challenges and opportunities facing placemaking professionals. 
  • Experience with product management or service design, including capturing and prioritising user needs. 
  • Experience with data trust models and implementation. 
  • Familiarity with data analytics and visualization tools. 
  • Understanding of ethical considerations in data sharing and usage. 
  • Certification in project management (e.g., Agile, PRINCE2).
