The Role

National Highways is offering an exciting opportunity for a Regulatory Monitoring Manager to join our team in the Performance and Regulatory Compliance Division. In this role, you will collaborate with colleagues across the organisation to provide regulatory support and to engage with the Office of Road and Rail on the delivery of our Road Investment Strategy (RIS) commitments, as well as compliance with our Licence and other regulatory obligations. 

As a Regulatory Monitoring Manager, you will play a crucial role in ensuring adherence to the current Road Investment Strategy’s (RIS) delivery and performance commitments. This position offers ample opportunities for professional development and strategic thinking, including contributing to the enhancement of National Highways’ regulatory, assurance, and compliance frameworks. 

You will work across multiple directorates and teams within the company and engage closely with key external stakeholders such as the Office for Rail and Road (ORR), the Department for Transport (DfT), and Transport Focus (TF). 

This role is based at one of our National Highways offices nationwide, with a requirement to attend the office two days a week.  

What you’ll be leading on

  • Providing regulatory support to across the division to assist queries from the ORR and help shape the future monitoring regime.
  • Work closely with the wider business to support monitoring meetings to identify performance issues and risks to delivery of National Highways commitments.
  • Work closely with ORR and internal teams of programme managers and technical specialists to understand, report and assure National Highway’s commitments, Licence and other regulatory commitments. and aid ORR developing its annual reporting.
  • Manage reporting to ORR on performance and regulatory compliance, highlighting issues and monitoring risks.
  • Interpret, understand and respond to requests from ORR - ensuring consistency of information and messaging across all areas of queries.
  • Lead the development of our year-end reporting, covering all National Highways major areas of investment and performance – sharing with our key external stakeholders.

  • Excellent oral and written communication, with the ability to communicate technical issues at all levels, in ways which can be understood by non-specialists.
  • Good inter-personal skills, with experience of working collaboratively in a team and building a network of colleagues.
  • Understanding and experience of using programme and project management skills to deliver key pieces of work and test robustness of our delivery plans.
  • Effective analytical skills to independently analyse and communicate detailed and complex information, utilising your skills to assess and challenge cost and performance data
  • Ability to influence change and improve, actively seek and encourage ideas from a wide range of sources and stakeholders, using these to help inform own thinking.

    The role of the Performance and Compliance Division is to manage the relationship with ORR and act as a conduit between National Highways and our Monitor. We liaise across the business and provide regulatory challenge, then ensure messages are communicated clearly and consistently to ORR, DfT and Transport Focus.
