JobDescription:
ES Project Office (PMO) is seeking aProject Mgr to work under a Program Manager on a new statewideenterprise technology project.
The ProjectManager will report to the ES Project Office Manager and workwithin this PMO but will be directly supporting the ProjectsSponsor Program manager and Project teams.
Project Management responsibilities include:
Managing all aspects of complex largescale high priorityprojects throughout the project lifecycle to ensure it is completedon time within scope and within budget
Definedocument and manage project scope schedule and budget
Develop maintain and distribute standard projectmanagement artifacts (i.e. WBS risk assessments project charterRACIs communication plan schedule status reports etc.)
Develop and maintain a detailed project schedulethroughout the project lifecycle
Align projectdeliverables and milestones with projects strategy andobjectives
Manage project within the VITA PMOframework process and structure
Manage statelevel projects within the larger VITA procurement and projectmanagement governance processes as directed by PMD &ITIM
Keep leadership and the PMO informed ofkey issues that may impact project completion budget orresults
Facilitate project conference callsstatus meetings planning sessions and provide for meetingnotes
Be a consultant to customers andcommunicate project status throughout the projectlifecycle
Proactively identify and mitigateproject risks and issues
Manage projectresources overseeing daytoday task execution
Utilizing systembased project management applications; CTPPlanview
The Project Manager should have thefollowing skills;
5 plus years of directhandson technical Project Management experience preferable havingmanaged state level technology projects
Experience developing and documenting both technical and businessrequirements
Project Management leadershipexperience of cross functional matrixed teams
3rd party vendor management experience
Procurement experience preferably associated with a technologyproject
Knowledge of Quality Assurance (e.g.Test Plans Test Scripts) and best practices
Knowledge of varied technologies: COTS solutions Security bestpractices CloudComputing and Data Management
Strong business technical and analytical skills
Attention to detail and logical thinking
Ability to facilitate technical project meetings and translateoutcome into project schedules
Ability tooversee and track progress translating outcomes into managementbriefings and weekly status reports
Clearconcise and diplomatic written/verbal communication skills acrossall levels
Solid organizational skillsincluding attention to detail and multitasking skills
Excellent communication (verbal and written) presentationand customer service skills
Selfmotivated teamplayer able to work cooperatively in a team environment
Ability to work under pressure prioritize and meetdeadlines when required
Effectively manage andsolve complex business and technical problems
Aptitude for learning new technologies applications and businessprocesses
College degree or military experienceMasters degree preferred
Experience usingsystembased project management applications; CommonwealthTechnology Portfolio (CTP) Planview
ProjectManagement Professional (PMP) certification is required
