As part of our Business Services function, within the Chief People Office, our Learning and Development Team provides L&D solutions across our whole organisation, to help them thrive and deliver for London. 

The L&D Solutions Team is the front door of our team, acting as the initial point of contact for colleagues who are requesting Learning & Development support. 


About the role 

In this role you will work with HR, business managers and key stakeholders across the organisation to understand performance and capability challenges, identify learning requirements and propose effective solutions to meet their needs. 

You will conduct Learning Needs Analysis to identify business needs that require L&D support, suggest options for solutions and work with our L&D Design and Delivery teams to deliver these solutions. 

You will promote a strong culture of learning and development in line with TfL’s values, and in support of TfL’s commitment to delivering improved organisational performance and effectiveness, and bring a creative and innovative perspective to organisational learning. 

About you   

You’ll be an experienced, commercially aware Learning and Development professional, with a solid knowledge of current and emerging possibilities in Learning & Development. 

You’ll likely have experience of agreeing, promoting and delivering successful L&D solutions in large and complex organisations, where priorities of varied teams have to be balanced. 

You’ll continuously be championing and leading by example, showing strong values. As we evolve, it’s crucial for our colleagues to display positive behaviours for current stakeholders to collaborate with, and to constantly look to raise the bar internally.

Key Accountabilities 

• Conduct business wide training needs analysis to identify learning gaps, requirements and solutions and make recommendations for learning interventions to address these 

• Apply performance consultancy approach to engage stakeholders, identify learning requirements (technical, managerial and/or professional) to develop and agree solution proposals 

• Provide data to the L&D Solutions Manager to profile and update L&D demand forecasts with clear resource and capability impact assessments to help prioritise the work of the department, and manage all L&D project governance 

• Undertake evaluation of learning interventions up to and including ultimate return on investment 

• Provide expert advice and make recommendations to customers on innovative and cost-effective learning solutions 

• Gain feedback from managers and colleagues to improve the learning and development service and offering 

• Partner with the L&D Design and Delivery teams to ensure the most effective customer solutions are designed and delivered to meet individual learner and business needs 

• Work with the L&D advisors in the identification of external training courses 

• Drive required cultural attributes across the team including a focus on compliance and service delivery, customer service excellence, and a focus on controlled continuous improvement 

• Deliver on agreed performance metrics for L&D 

Skills, Knowledge & Experience 

Skills  

• Excellent attention to detail and analytical thinking 

• Able to manage 3rd parties effectively

• Excellent communication skills with both internal and external stakeholders 

• Strong ability to analyse and interpret learning and training needs data 

• Can deliver different facilitation models and styles to manage and optimise learning interventions 

• Can demonstrate consulting, relationships management and leadership skills 

• Able to negotiate and manage commercial contracts and tender processes 

• Project management skills 

Knowledge  

• Knowledge of Learning and Development processes across the employee lifecycle (best practice in training, learning technologies and wider L&D disciplines) 

• Knowledge of learning systems and content development 

• Knowledge of external developments and emerging best practice in training, learning technologies and wider L&D disciplines 

• Knowledge of management development and staff development delivery 

• Knowledge of working with third party suppliers in the learning and skills area 

• In-depth knowledge of learning evaluation methodologies 

Experience  

• Experience in undertaking training needs analysis for training programmes

• Experience of working in a Learning and Development function 

• Experience of working in a Business Services environment 

• Experience of undertaking training needs analysis for training interventions 

• Experience of evaluating effectiveness of development interventions from delegate satisfaction to ultimate return on investments 

• Professionally qualified (e.g. CIPD) or similarly recognised qualification is preferred but not essential
