Head of Clinical Services  Lancashire Salary: £49,119 - £57,331 per annum DOE Hours: 36 Hours per week Why join us? Purpose

Responsible for the quality and standards of care delivered in the service in line with the fundamental standards of the Care Quality Commission (CQC) or relevant statutory bodies. To manage the provision of care services within the delegated budget, to agreed service specifications and to defined outcome measures.

Key Relationships

• The post holder has line management responsibility across all clinical services.• Responsible for working alongside and/or supporting volunteers within their team.• Responsible to foster good working relationships with internal stakeholders: Service Director, Direct reports, Medical Teams, Other Heads of Clinical Services, Clinical Quality Team• Responsible to foster good working relationships with external stakeholders: Local CQC/ Care Inspectorate inspector and Quality Lead for Integrated Care Board (ICB), Partner organisations. Developing and sustaining networks with other experts at local and national level Main Responsibilities but not limited to • This post is responsible for managing the budget for the day-to-day provision of care services. This includes the effective use of resources and control of expenditure within care areas.• The post is responsible for highlighting risks which impact care, experience or safety and ensuring that risks are managed, mitigated, and reported upon• Accountable to ensure that clinical services meet relevant Care Standards Act, Environmental Standards and Health and Safety requirements.• To function as a role model within the multi-disciplinary team, demonstrating advanced knowledge and experience through excellent leadership skills• To deputise for the Service Director where appropriate, including responsibility for Senior Management Team on call• To be registered with and to work in accordance with the NMC Code of Professional Conduct at all times providing forward-thinking clinical and professional leadership to nursing and care staff at all levels, ensuring that care is delivered to a high standard.• Responsible to lead and manage the care team to ensure the delivery of care meets quality standards from commissioners and any other statutory bodies.• Responsible to drive a culture of continuous quality improvement demonstrated within a quality improvement plan and reported centrally into the Healthcare Governance Committee• To take a clinical lead on the transformation, change and improvement of existing services and ways of working. Taking an active role in the development and implementation of new community-orientated services in response to service demands and need.• Responsible to ensure the safe management of medicines and to undertake the Accountable officer role where appropriate.• To ensure that record keeping is of the highest standards and meets all statutory and professional requirements, both written documentation and electronic databases• Responsible to ensure clinical audit activity is reported and learning incorporated into quality improvement group.• Responsible to ensure service user’s views, needs and shortfalls in the service are identified and to take a lead in ensuring that these are fed back via the relevant channels. To facilitate the input of service users and relatives into the development of user-led services in line with a developing Brainkind strategy• Responsible to maintain strong staff engagement and, where appropriate, support through a variety of structures. To ensure effective rostering of care staff and appropriate out-of-hours support (on call)• To work closely with other areas of the organisation including fundraising, marketing, and policy/campaigns by providing information and analysis to support the delivery of the organisational strategy.• Facilitating the safe and smooth running of the Service, the post holder is expected to maintain a safe working environment, maintain service user confidentiality, and occasionally take on reasonable additional tasks.• About You:

Experience, Skills and Ability

• Registered Nurse• Educated to a master’s degree level or equivalent relevant experience.• Relevant management qualification or equivalent experience• Ability to meet the requirements of CQC/CI Registered Manager status within an agreed reasonable time of being in post.• Evidence of continuous professional development• Relevant post registration experience with experience of working in a healthcare organisation.• Extensive relevant clinical experience with demonstrable management, supervision, and leadership skills• Committed to improving clinical care and as such can work autonomously, demonstrate initiative, and possess advanced communication and strong organisational skills and able to manage competing priorities.• Experience of working effectively with committees and groups and a demonstrable ability to work across professional and organisational boundaries.• Experience of service development and successful change management, having taken the lead in at least one specific change project• Knowledge of current issues in independent sector, organisational policy and national legislation and key policy drivers• Knowledge of budgets and detailed understanding of care costs and calculations for care provision which is sector specific.• Experience in quality governance to include clinical audit/risk and clinical incident management process and practice and experience of implementing a governance framework and a knowledge of the issues around quality assurance.• Experience of undertaking managing complaints and clinical investigations using current best practice approaches• Knowledge in research processes and practice and able to analyse data and write reports.• Competent IT skills and able to use web-based tools.• Willing and able to work outside normal hours to achieve deadlines and to travel occasionally to other sites within the UK.• Willing to represent the service outside of normal working hours to achieve awareness and generate interest in the service (including representation at fundraising events) Rewards You can look forward to excellent benefits, including handy discounts on many brands and services.
