Hays Accountancy and Finance are recruiting and working in partnership with a large public sector organisation for the appointment of a Deputy Principal Accountant offering apetitive market-leading salary and public benefits. This role will act as an integral member of the finance team, you will be working as part of the Financial Planning and Management Team.
Your new role

Working as part of the Financial Planning and Management Team
  • To optimise the financial resources available to the Department in achieving its strategic goals and delivering value for money and efficiency for the taxpayer to provide accurate, timely and relevant financial analyses and information to support effective decision-making within the Department;
  • To deliver the Department’s statutory external financial reporting outputs and maintain processes which deliverpliance withernment, Accounting regulations and other legislative requirements; and
  • Bemitted to a continuous improvement and to providing both proactive and responsive services which meet the needs of the Department.
  • Main Duties;
  • Manage the end-to-end resource and capital budget spending review process, frommissioning exercises to drafting submissions and returns and ensure that throughout the process, senior management are kept informed with timely information and that Minister's decisions are actioned promptly;
  • To assist in the management and monitoring of the in-year Departmental Budget, to ensure no underspend more than or no overspend for both resource and capital budgets;
  • To assist with the Main Estimates, SSEs and Vote on Account, and associated briefing, ensuring that queries from DoF, Senior Management, Minister are dealt with promptly
  • To improve processes to manage and report on the Resource and Capital Budgets;
  • To assist in providing thorough clear and concise advice to senior management/Minister and to review draft responses to AQs, COR cases,mittee enquiries, Executive papers and FOI requests and ensure that agreed timescales are met; and financial information for senior management and budget holders.
  • What you'll need to succeed

    Be a fully qualified accountant and a current member of one of the professional bodies detailed below: (a) Chartered Accountants Ireland;(b) The Institute of Chartered Accountants in Scotland;(c) The Institute of Chartered Accountants in England and Wales;(d) The Chartered Institute of Management Accountants;(e) The Association of Chartered Certified Accountants;(f) The Chartered Institute of Public Finance and Accountancy;(g) The Institute of Certified Public Accountants in IrelandAND
    Have at least 1-year relevant post qualification experience* gained working whilst a full member of the relevant body (as described above) in two or more of the following areas: financial planning and budgeting; financial accounting/auditing (including forensic accounting); management accounting and cost analysis; development/implementation of financial systems.
    DESIRABLE

    Previous experience working in financial planning within public sector.
