Role: Sr. BusinessAnalyst with Human Service Domain
Location: Albany New York

Duties
- Refine and document tobe requirements based on analysisof asis documentation of state systems and preliminary toberequirements
- Document asis and tobe IES systemrequirements and design using the IES prescribed business analysismethodology processes toolkit and tools including but not limitedto context diagrams process flows use cases requirementstraceability matrix user interface specifications andmockups
- Meet and facilitate workshop sessionswith relevant stakeholders including agency and local districtsubject matter experts users and executive teams to elicitrequirements
- Produce work products thatreflect and ensure system planning design and delivery are in linewith business needs
- Conduct work product peerreviews and assist in internal review process
- Understand and adhere to project timelines andpriorities
- Work with blended teams of Stateand vendor resources

- Level IIIMore than seven (7) years of experience working on complex projectswith 2 or more years in a leadership role as a BusinessAnalyst
- More than seven (7) years of clientfocused business and requirements analysis experience anddocumentation for HHS systems including:
- Conducting and leading requirements gathering sessions
- Analyzing requirements gathered
- Identifying documenting and validating systemrequirements for continuous integration and deployment
- Preparing proposals for best fit technology based onrequirements elicited
- Has acted in a BA leadership role (evaluating the work ofother BAs to ensure project standards are met) and has a minimum ofone (1) project experience in a LEAD business analyst role for aproject aimed at integrating disparate benefits systems workingwithin the areas of Eligibility Enrollment Case Management orFinancial Management. Justification must address how candidatesexperiences meet this qualification. General listing of project(s)and descriptions will not be evaluated favorably.
DesirableQualifications
- More than seven (7) years of experience analyzingtransforming and documenting system functionality system logic andbusiness rules for HHS systems. - More than seven (7) years ofexperience conducting business process analysis and optimization ina technology environment while documenting the AsIs and proposingthe ToBe states for HHS systems. - More than seven (7) years ofcreating requirements documentation such as: use cases screenprototypes specifications and adhering to established templates andrequirements management including at least one (1) year of usingBlueprint for requirements documentation for HHS systems.Justification must specifically address how candidates experiencesmeet this qualification. - More than seven (7) years of subject matter experiencewithin a Human Services domain with specific focus on programs andservices provided by OTDA OCFS or DOH
